Institutionalization is one of the key quests for the NGO sector. The national policy frameworks and the organizational level policies both capture this as a key requirement in building a formidable NGO fraternity. The local multi-actor-based NGOs such as networks, coalitions, fora and partnerships have to saddle themselves with the all-important task of institutionalization in order to ensure proper governance and constituency accountability. SOCADIDO, one of the promoters of ADEFO bore the enviable task of spearheading the institutionalization efforts in the Teso sub-region. It is a task that requires commitment and diligence to ensure that interaction is key in the birthing ADEFO as a Multi-Actor Platform. One of the internal reflection processes recommended the development of a Functional Operational Framework to buttress the efforts of institutionalization. This framework has been produced in collaboration with OAKEN Services Limited, a consultancy firm, and is a result of various stages of reflection, desk research and analysis. The sections of the framework were developed from workshops held in March and April 2023, and later refined at an “edit-shop” at Eneku Village in Soroti City on 3rd May 2023.
